When will FCC WT Docket 05-235 go into effect?

If I take the Element 3 (General) and Element 4 (Amateur Extra) class written tests right away, will they be usable to upgrade my license, or do I need to wait until after Docket 05-235 goes into effect.

what’s the difference between these two amateur radio operating manuals?

I am trying to purchase an ARRL operating manual for radio amateurs, the latest edition is the 9th edition, but I don't want to spend that much money on a book, so I have been shopping on Amazon and other web sites, and found the 8th edition, and I was wondering what is the main difference??
Would an 8th edition be ok to go by??
I have also purchased the handbook for radio communication

ham radio for dummies,

will these do about the same as the operating manuals?
